DEWA (Dubai Electricity and Water Authority) is Dubai’s sole provider of electricity and water services. Every property requires an active DEWA connection. To set up DEWA, you need a registered Ejari certificate, your DEWA Premise Number, Emirates ID, and passport copy. Security deposit: AED 2,000 (apartments) or AED 4,000 (villas), fully refundable on move-out. Activation fee: AED 100–130 for standard metres. Connection activates within 15 hours of payment. Bills are monthly, with a 15-day payment window.

For every resident of Dubai, DEWA is the starting point of daily life. No DEWA registration means no electricity, no running water, and in practice, no basis for visa renewal or internet connection. DEWA Dubai sits at the beginning of a chain of utility services that makes a property genuinely liveable — and understanding how it works from registration through monthly billing saves time, money, and avoidable stress.

This guide covers everything: what DEWA Dubai is, how to register step by step, exactly what you’ll pay at setup, how the tariff system works, what’s on your monthly bill, how to pay, how to close your account, and the practical tips that keep your bill as low as possible through Dubai’s intense summer months.

What Is DEWA Dubai?

DEWA Dubai — the Dubai Electricity and Water Authority — is a government-owned utility established in 1992. It is the sole provider of electricity and water to every residential, commercial, and industrial property in the emirate. There is no alternative supplier, no competitor, and no option to delay registration. Whether you’re renting a studio apartment in JVC, buying a villa, or taking over a commercial unit, DEWA Dubai activation is mandatory before you can occupy the property.

DEWA Dubai provides:

  • Electricity supply (metered in kilowatt-hours, kWh)
  • Water supply (metered in imperial gallons or cubic metres)
  • District cooling in some areas through affiliated providers
  • Smart metering infrastructure (most Dubai properties now have smart metres)
  • 24/7 emergency response for power outages (call 991)
  • Digital services through the DEWA Smart App, website, and WhatsApp

DEWA Dubai also collects the Dubai Municipality Housing Fee on behalf of the government — the 5% of annual rent charge that appears on every tenant’s monthly bill.

Before You Register: What You Need

DEWA Dubai registration requires three things to already be in place before you begin:

  1. Ejari Registration. Your tenancy contract must be registered with Ejari (Dubai’s official rental registration system) before DEWA Dubai will process your application. Ejari registration is your landlord’s or agent’s responsibility, costs AED 220–620, and takes 1–2 days. Without a valid Ejari certificate, your DEWA Dubai application will be rejected. This is the most common reason new residents face delays. If you’re in the process of renting in Dubai or relocating to Dubai for the first time, push your landlord to complete Ejari immediately after lease signing.
  2. Your DEWA Premise Number. This is a 9-digit number specific to your property unit. It’s found on the Ejari certificate, on the door frame or utility box of the apartment/villa, or you can ask your landlord or real estate agent. You cannot complete DEWA Dubai registration without this number.
  3. Your documents. Have these ready as clear scans or photos:
  • Passport copy (information page)
  • UAE residency visa stamp or Emirates ID (front and back)
  • Ejari certificate

For property owners (landlords or buyers without tenants), a Title Deed replaces the Ejari certificate, and Emirates ID or passport serves as the identification document.

How to Register for DEWA Dubai: Step by Step

The DEWA Dubai registration process is fully digital and takes under 30 minutes when documents are ready. The fastest method is through the DEWA Smart App.

Via the DEWA Smart App (Recommended)

    • Investor — if you are a UAE-based property owner
  5. Select Tenant or Owner as your account type
  6. Enter your Ejari number (found at the top of your Ejari certificate)
  7. Enter your DEWA Dubai Premise Number (9-digit code)

  10. DEWA Dubai sends you a payment link via SMS and email showing your security deposit and activation fee amounts
  11. Pay online through the link
  12. DEWA Dubai activates your connection within 15 hours of confirmed payment

You will receive an SMS and email confirmation with your new DEWA Dubai account number once activation is complete.

Via the DEWA Dubai Website

The same process is available at dewa.gov.ae. Navigate to Consumer Services → Activation of Electricity and Water → New Customer in Dubai. The steps mirror the app process above.

Via a DEWA Dubai Customer Happiness Centre

If you prefer in-person registration, DEWA Dubai Customer Happiness Centres are available across the emirate. Opening hours: Sunday–Thursday 7:30 AM–3:00 PM, Friday 11:30 AM–3:00 PM. Walk-ins and appointments are both available. For most straightforward registrations, visiting in person is not necessary — the DEWA Dubai online process handles it more quickly.

DEWA Dubai Setup Costs: Deposits and Fees

Security Deposit

The security deposit is a mandatory, fully refundable payment required at every DEWA Dubai registration:

Property Type

Security Deposit

Apartment (residential)

AED 2,000

Villa (residential)

AED 4,000

Commercial premises

Variable — depends on expected consumption load

The deposit is 100% refundable when you close your DEWA Dubai account on move-out, provided no outstanding bills remain. Refunds are processed via bank transfer (3–5 business days after approval), Western Union, or cheque collection from a Customer Happiness Centre. The full refund process typically takes 2–4 weeks from the time you submit your move-out request.

Important: The security deposit does not automatically transfer when you move to a new property within Dubai. You must close your current DEWA Dubai account (deposit refunded separately) and pay a new deposit at your new address. There is a “Move-To” transfer service for residents moving within Dubai that allows the deposit to transfer, avoiding paying a second full deposit — ask DEWA customer service about this option when moving.

The DEWA Dubai Tariff: How Your Bill Is Calculated

DEWA Dubai uses a progressive slab tariff — the more you consume, the higher the rate per unit. This structure is designed to incentivise conservation and ensure moderate users pay lower rates.

Electricity Tariff (Residential, 2026)

Slab

Monthly Consumption Rate per kWh

Green

0 – 2,000 kWh 23 fils (AED 0.23)
Yellow 2,001 – 4,000 kWh

28 fils (AED 0.28)

Orange

4,001 – 6,000 kWh

32 fils (AED 0.32)

Red

Above 6,000 kWh

38 fils (AED 0.38)

These are base electricity rates. The actual rate you pay per kWh is higher once the fuel surcharge (~AED 0.065/kWh in 2026) and other fixed charges are added. The all-inclusive effective rate typically ranges from AED 0.45–0.65 per kWh depending on total consumption.

Real-world context: A typical 1-bedroom apartment in Dubai uses approximately 800–1,500 kWh/month in winter and 2,500–4,000 kWh/month in summer when air conditioning runs continuously. A 2-bedroom villa with a pool can reach 6,000–9,000 kWh/month in summer. Once you cross into the Red slab, every additional kWh costs 38 fils in base rate plus surcharges — which is why summer bills in larger properties can be 2–3x winter equivalents.

Water Tariff (Residential, 2026)

Slab

Monthly Consumption Rate per m³

Green

0 – 27 m³ AED 7.70/m³
Yellow 27 – 54 m³

AED 8.80/m³

Red Above 54 m³

AED 10.12/m³

Most apartments (2 people) consume approximately 8–15 m³/month, staying comfortably in the Green slab. Villas with gardens and pools can reach 60–150 m³/month, moving into Yellow and Red slabs.

Sewerage Fee (2026)

From January 2025, Dubai phased in sewerage charges: 2 fils per gallon in 2026, rising to 2.8 fils per gallon in 2027. For a typical apartment consuming 3,000 gallons/month, this adds approximately AED 60/month in sewerage charges.

Understanding Your DEWA Dubai Bill

A standard DEWA Dubai bill runs 3–6 pages and contains more than just consumption charges. Here is what appears on every residential DEWA Dubai bill:

Page 1 — Summary:

  • Total amount due
  • Due date (15 days from bill date)
  • DEWA contract account number
  • Overview of electricity and water charges

Page 2 — Electricity Detail:

  • Meter reading dates (previous and current)
  • Units consumed (kWh)
  • Slab tariff applied
  • Fuel surcharge component
  • Meter service charge (AED 20 electricity)

Page 3 — Water Detail:

  • Cubic metres or gallons consumed
  • Water slab tariff applied
  • Sewerage fee component
  • Meter service charge (AED 8 water)

Fixed charges on every DEWA Dubai bill:

Charge

What it is

Dubai Housing Fee

5% of annual rent ÷ 12 months, added every month. On AED 80,000/year rent: AED 333/month. Applies to tenants only — NOT a DEWA charge, collected by DEWA on behalf of Dubai Municipality. VAT-exempt.

Fuel Surcharge

Variable monthly surcharge covering global fuel price fluctuations. Approximately AED 0.065/kWh in 2026. Adjusted quarterly.

VAT (5%)

Applied to electricity charges, water charges, fuel surcharge, and metre service charges. The Housing Fee is exempt from VAT.

Metre Service Charges

AED 20 (electricity) + AED 8 (water) per month, fixed.

Chiller / district cooling note: If you live in a non-chiller-free building, district cooling does not appear on your DEWA Dubai bill — it is billed separately by the district cooling company (usually Empower or similar). Chiller charges in summer can add AED 500–1,500/month depending on your allocation. Always confirm your building’s chiller status before signing a lease. For full context on how DEWA bills factor into monthly expenses, see our cost of living in Dubai guide.

How to Close Your DEWA Dubai Account (Move-Out)

When vacating a property, you must formally close your DEWA Dubai account to stop billing and initiate your security deposit refund.

The DEWA Dubai move-out process:

  1. Log into the DEWA Smart App or website using your account credentials
  2. Select your 10-digit DEWA Contract Account Number
  3. Choose “Move-Out” / “Deactivation” service
  4. Pay any outstanding bill amount
  5. Select your move-out date — DEWA deactivates your connection on this date and sends a technician for final metre readings
  6. Choose your deposit refund method: bank transfer (fastest, IBAN required), Western Union, or cheque pickup
  7. Submit the application
  8. Your final bill is processed within 24 hours of the move-out date
  9. Security deposit refund is processed within 2–4 weeks after the final bill is settled

Move-out deactivation fees: AED 100 (small metres / apartments) or AED 300 (large metres / villas), plus AED 10 knowledge fee and AED 10 innovation fee.

Do not delay this step. Many residents forget to formally close their DEWA Dubai account after handing over keys and continue receiving bills for a property they no longer occupy. The landlord cannot close the account on your behalf — only the account holder can initiate move-out.

How to Reduce Your DEWA Dubai Bill

DEWA Dubai bills — particularly in summer — are one of the largest variable costs in cost of living in Dubai calculations. These measures make a measurable difference.

Set your AC to 24°C. Air conditioning accounts for 60–70% of total DEWA Dubai electricity consumption in summer months. Every degree below 24°C increases energy consumption by approximately 3–5%. Setting your thermostat to 24°C rather than 20°C typically saves AED 200–400/month on larger properties. DEWA Dubai recommends 24°C as the optimal temperature for the Dubai climate.

Run high-consumption appliances off-peak. Peak electricity hours in Dubai are approximately 12 PM–6 PM in summer, when the grid is under maximum demand. Running washing machines, dishwashers, dryers, and ovens during off-peak hours (10 PM–8 AM) reduces consumption cost and grid strain.

Service your AC units quarterly. A poorly maintained air conditioning unit works harder and uses significantly more electricity. Clean filters reduce power consumption by 5–15%.

Install window films. Quality solar control window films reject 79–85% of solar heat gain, meaningfully reducing the cooling load on your AC system. Films cost AED 2,000–8,000 to install depending on apartment size and typically pay back within 18 months through DEWA Dubai bill savings.

Monitor with the DEWA Dubai Smart App. The DEWA Dubai Smart App provides daily consumption data. Looking at usage weekly lets you identify spikes before the monthly statement arrives. which provides real-time usage data. A running toilet can add 3,000–5,000 gallons/month to your water bill — enough to push you from the Green to the Yellow or Red water slab.

Check for leaks. An unexpected spike in your DEWA Dubai water charges most commonly indicates a leaking tap, toilet valve, or pipe. Monitor your daily consumption through the DEWA Dubai Smart App, which provides real-time usage data. A running toilet can add 3,000–5,000 gallons/month to your water bill — enough to push you from the Green to the Yellow or Red water slab.

Register for the DEWA Dubai Green Bill. Receive your DEWA Dubai bill via email the moment it’s issued rather than waiting for a paper copy. This gives you the maximum time before the due date and eliminates the risk of missing a bill.

Use the DEWA tariff calculator. Available at dewa.gov.ae, the official calculator lets you model the impact of different consumption levels on your monthly bill. Useful for understanding exactly which appliances are costing the most.

FAQs: DEWA Dubai

Register through the DEWA Smart App or website using your Ejari certificate number, DEWA Premise Number, Emirates ID, and passport copy. Pay the security deposit (AED 2,000 apartments / AED 4,000 villas) and activation fee (~AED 130) after application submission. DEWA Dubai activates your connection within 15 hours of payment confirmation.

The DEWA Dubai security deposit is AED 2,000 (apartments) or AED 4,000 (villas), paid at registration. It is 100% refundable when you close your account on move-out, provided no outstanding bills remain. Refund processing takes 2–4 weeks, via bank transfer, Western Union, or cheque.

The Dubai Municipality Housing Fee is 5% of your annual rent, billed monthly through your DEWA Dubai account in 12 equal instalments. Example: AED 80,000 annual rent = AED 333/month. This is a municipality charge collected by DEWA Dubai on behalf of Dubai Municipality — it is not a DEWA utility charge. UAE nationals are exempt. VAT does not apply to the housing fee.

Dubai’s summer months (June–September) see temperatures of 40–48°C, requiring continuous air conditioning. AC accounts for 60–70% of residential electricity consumption in summer. Higher consumption also pushes households into more expensive tariff slabs (from 23 fils/kWh up to 38 fils/kWh), compounding the effect. A 2-bedroom apartment that uses 1,200 kWh in winter can use 3,000–4,000 kWh in summer — more than doubling the electricity component of the bill.

The DEWA Premise Number is a 9-digit code specific to your property unit. It’s found on your Ejari certificate, on the door frame or utility box of the apartment/villa, or your landlord or real estate agent can provide it. You cannot register for DEWA Dubai without this number.

Yes. Save DEWA’s official number (+971 4 601 9999) as a WhatsApp contact, send “Hello”, and follow the automated menu. You can view your bill, check consumption, and receive a secure payment link — all without leaving WhatsApp. DEWA Dubai was the first UAE government entity to launch a verified WhatsApp Business account in 2019. For the full step-by-step process, see our guide on how to pay your DEWA bill via WhatsApp.

Late payments incur approximately 2% of the outstanding amount as a fee. After 30 days of non-payment, DEWA Dubai may disconnect electricity and water services. Reconnection requires paying all outstanding amounts plus a reconnection fee (AED 200–300). Prolonged unpaid DEWA bills can also affect visa renewal processes.

Yes. Most internet providers (Etisalat/e& and du) require your DEWA Dubai account number and an active connection as part of their residential registration process. Setting up DEWA Dubai first is a prerequisite in the typical utility chain.
