What Is Ejari?

Ejari is the official tenancy contract registration system launched by RERA in 2007, operated under the Dubai Land Department. The word Ejari translates from Arabic as “My Rent.” The Ejari system was introduced to solve a specific problem that characterised Dubai’s early 2000s rental market: informal, unregulated rental agreements with no standardised format, no central government record, and no effective enforcement mechanism.

Today, Ejari forms the backbone of Dubai’s rental market. When a landlord and tenant sign a tenancy contract, that contract only becomes legally binding — enforceable before courts, recognised by government departments, and usable for all associated services — once it is registered through Ejari. An unregistered tenancy contract, however properly signed, has no legal standing in Dubai.

By the end of 2023, over 3.5 million contracts had been registered through Ejari, with 742,000+ new and renewed Ejari contracts recorded in that year alone.

Ejari applies to:

  • All residential tenancy contracts (apartments, villas, townhouses)
  • All commercial tenancy contracts (offices, retail, warehouses, industrial units)
  • Properties across Dubai Mainland and most freehold and leasehold zones

Ejari does not apply to:

  • Short-term holiday home rentals (governed by DTCM regulations, not Ejari)
  • Serviced apartment short-term leases
  • Properties in some free zones with their own registration systems

Why Ejari Is Mandatory: What Depends On It

The reason Ejari matters urgently in practice is that it gatekeeps multiple essential services. Within days of moving into a new property, you will need to present your Ejari certificate or Ejari number for:

DEWA utilities. The Dubai Electricity and Water Authority will not activate electricity or water without a valid Ejari certificate. There are no exceptions. Residency visa processing. Immigration authorities (GDRFA and ICP) require an Ejari certificate as proof of a registered residential address for residence visa applications, renewals, and family sponsorship. An unregistered contract is not accepted as proof of residence.

Rental dispute access. The Rental Disputes Centre (RDC) does not accept cases where the tenancy contract is not Ejari-registered. Without valid Ejari, you cannot file a case against illegal rent increases, deposit retention, or unlawful eviction.

RERA rent increase protection. The RERA Smart Rental Index — which caps how much a landlord can raise rent at renewal — only applies to Ejari-registered contracts. Without Ejari, you lose all rent cap protections under Dubai tenancy law.

Telecoms and internet. Both Etisalat (e&) and du require Ejari for residential service activation.

Commercial trade licence. Businesses renting mainland premises must provide valid Ejari to obtain or renew a trade licence with the Department of Economy and Tourism (DET). An expired Ejari triggers automatic trade licence rejection.

Banking and other services. Banks, schools, and other institutions routinely request Ejari as proof of address.

In short: No Ejari = No utilities, no visa, no legal recourse, no trade licence.

Who Is Responsible for Ejari Registration?

The legal responsibility for registering Ejari sits with the landlord. However, in practice, Ejari registration is commonly handled by the tenant, the real estate agent, or a property management company.

In practice:

  • Tenants typically initiate Ejari for residential properties and bear the Ejari fees (negotiable — clarify in the lease)
  • Real estate agents often handle Ejari as part of their leasing service — confirm whether this is included before signing
  • Property management companies with DLD system access can register Ejari directly on behalf of landlords
  • Developers (Emaar, Dubai Properties, Nakheel) typically handle Ejari through their own leasing offices

Regardless of who initiates it, the Ejari certificate is issued in the tenant’s name and linked to the tenancy contract. Both parties benefit: the landlord gains legal protection for rent collection; the tenant secures access to all essential services and RERA protections.

Critical mistake: Many tenants assume the landlord or agent completed Ejari without confirming it. Never assume. Do not pay your DEWA deposit or attempt utility activation until you have received the Ejari certificate with its unique Ejari number.

Documents Required for Ejari Registration

Incomplete or mismatched documents are the primary cause of Ejari rejection. Have everything ready before starting.

For residential tenants:

  • Signed unified tenancy contract (signed by both parties)
  • Tenant’s Emirates ID (front and back)
  • Tenant’s passport copy (including valid residence visa page)
  • Landlord’s passport copy (or Emirates ID if UAE national)
  • Title deed of the property
  • DEWA Premise Number (9-digit code found on the door frame, utility box, or previous DEWA bill for the property)

For commercial tenants (additional documents):

  • Valid trade licence
  • Passport and Emirates ID of the authorised signatory
  • Power of Attorney (if an agent is signing on behalf of the company)

For Ejari renewal:

How to Register Ejari: Step by Step

Method 1: Dubai REST App (Recommended — Fastest)

The Dubai REST app, operated by the DLD, is the fastest method for Ejari registration. Ejari certificates are issued immediately upon approval.

  1. Download the Dubai REST App from the Apple App Store or Google Play (free)
  2. Log in using your Emirates ID and mobile number — UAE Pass is recommended for faster verification
  3. Navigate to Services → RERA → Register Ejari Contract
  4. Fill in the tenancy details: property location, rental amount, contract duration, tenant and landlord information
  5. Enter the DEWA Premise Number for the property
  6. Upload all required documents as clear PDF or JPG files
  7. Review all information carefully — mismatches cause rejection
  8. Pay the Ejari fee by credit or debit card
  9. Receive your Ejari certificate immediately as a downloadable PDF with your unique Ejari number

Total time: 15–30 minutes when all documents are ready. The landlord may receive a digital notification to approve the Ejari within the app before the certificate is issued.

Method 2: DLD Website (ejari.dubailand.gov.ae)

The same Ejari process is available on the official DLD website via UAE Pass login. Certificate issuance may take 1–2 working days rather than being instant.

Method 3: Real Estate Services Trustee Centre (In-Person)

DLD-approved Trustee Centres (Al Tabu, Takhlees, and others) offer in-person Ejari registration with staff assistance:

  • Bring all original documents
  • Staff verify and upload documents
  • Pay fees at the counter
  • Receive the Ejari certificate printout on the same visit (approximately 7 minutes of processing time, plus waiting)

Trustee Centres cost more than online Ejari due to the service partner fee.

How to Renew Ejari

Ejari does not renew automatically. Every time your tenancy contract is renewed — even with the same landlord, same property, same rent — you must register a new Ejari for the updated contract. An outdated Ejari certificate can disrupt DEWA billing and delay visa processing at renewal time.

When to start: At least 30 days before your current Ejari expires. This provides buffer time for any document issues without service disruption.

Ejari renewal process:

  1. Sign your renewed tenancy contract
  2. Open the Dubai REST app → navigate to Ejari renewal
  3. Submit the updated tenancy contract and current documents (update any expired IDs)
  4. Pay the Ejari renewal fee (~AED 120 online)
  5. Receive the updated Ejari certificate immediately (Dubai REST app) or within 1–2 working days (DLD website)

The Ejari renewal process is almost identical to the initial Ejari registration — the key difference is submitting the updated contract rather than the original.

How to Cancel Ejari

Ejari cancellation is required when:

  • You are moving out at the end of your tenancy
  • You are moving to a new property (a new Ejari cannot be registered on your new address while the previous one is still active)
  • The tenancy is terminated early by mutual agreement

Important: The previous tenant’s Ejari must be cancelled before the incoming tenant can register theirs. If there is a delay in your landlord cancelling the previous Ejari, this blocks your own Ejari registration and therefore your DEWA activation.

Ejari cancellation process:

  1. Log into the Dubai REST app or visit a Trustee Centre
  2. Select the Ejari contract to cancel
  3. Confirm the cancellation
  4. Ejari cancellation is free and processes immediately online

Either the landlord or tenant can initiate Ejari cancellation. If your landlord is uncooperative about cancelling, contact the DLD on 800 4488 for assistance.

Consequences of Non-Registration

Failing to register Ejari — or allowing it to expire without renewal — has direct and immediate consequences:

  • DEWA cannot be activated. No electricity or water in your unit.
  • Visa applications are rejected. Residence visa processing stalls without a valid Ejari certificate.
  • No legal recourse. The Rental Disputes Centre will not accept cases where Ejari is absent. If your landlord raises rent illegally, refuses to return your deposit, or attempts unlawful eviction, you have no official recourse without an active Ejari.
  • RERA rent protections are lost. The RERA Smart Rental Index only protects Ejari-registered tenants. Without it, rent can be raised without legal limit.
  • Telecoms services are blocked. du and Etisalat require Ejari for residential service activation.
  • Trade licence issues for commercial tenants. An expired Ejari automatically blocks mainland trade licence renewal with DET.

An unregistered tenancy contract is essentially an informal arrangement. It offers no legal protection under Dubai real estate law. Landlords who fail to register Ejari risk RERA penalties in addition to their own exposure in any dispute.

Ejari and RERA Rent Protection

One of the most practical ongoing benefits of maintaining a current Ejari is that it activates RERA’s rent increase protections. Under the RERA Smart Rental Index (Decree No. 43 of 2013), landlords can only increase rent at renewal according to a tiered formula based on how your current rent compares to the market average.

This protection only applies to Ejari-registered contracts. A tenant without valid Ejari cannot challenge any rent increase at the RDC — the RDC requires Ejari as the foundational document before accepting any case. Common Ejari Mistakes to Avoid

Not confirming registration before DEWA activation. Always request your Ejari certificate before attempting DEWA setup. Your landlord or agent saying “it’s done” is not the same as having the certificate in your hand.

Mismatched information. The single most common reason for Ejari rejection. The rental amount, property address, names, and ID numbers in the online form must match the uploaded documents exactly.

Not cancelling the previous Ejari before moving. When you move out, cancel your current Ejari and ensure the landlord cancels it too before the new tenant tries to register. This is an overlooked step that causes delays for incoming residents.

Using unlicensed typing centres. Only use the Dubai REST app, official DLD website, or DLD-approved Trustee Centres. Verify any Trustee Centre’s DLD authorisation before using it.

Not renewing Ejari at lease renewal. Ejari renewal is not automatic. Many long-term residents have an outdated Ejari without realising it — until it causes a problem at a visa renewal or DEWA account update.

Not downloading and storing the Ejari certificate. You will need your Ejari certificate repeatedly. Download it immediately upon issuance and store it digitally (cloud + phone) and as a printed copy.
